Step 1: Layout your foam shamrocks in the order you want them on the fabric ( picture 1). Then cut off the extra ( picture 2).
Step 2: Then sew a button in the middle of each shamrock.

Step 3: Once your done sewing all your buttons, then cut 2 strips out of your extra fabric ( picture 1). Then sew them to the top of your flag, now you will notice that their are 3 strips at the top of my flag and not 2. I messed up and ended up taking off the the strip in the middle ( picture 2).
Step 4: Now with some fabric glue, lift each shamrock pedle up and place a small dot of glue. Then let it dry.
Step 5: While your flag is drying, take your dowel rod and paint it.
Step 6: Now this step is optional, but I sew 2 lines going across and down my flag. To give it a patch work look.
Now slip your dowel rod through your flag and your done!
